THE GREAT DEBATE - INTERNATIONAL AIR TRANSPORT: A BIPOLAR WORLD?      

The rapid 
growth of the Gulf airlines, their ownership by their respective governments,
and their spectacular order of long-haul aircraft, has raised the question
adequately reflect the need for “fairness” and of level playing fields
as to whether “Open Skies” agreements. 
The
question has led to some serious disagreements between the Gulf Airlines and
their governments on the one hand, and some major airlines in Europe, North
America, and their respective governments on the
other hand.
The question is also of
particular interest to other regions of the world, and more particularly
Africa, where aviation expansion is still prevented by excessive market
restrictions.
